현재 러시아의 우크라이나 침공에 관한 많은 분석들이 나오고 있는데 미국의 바이든 정부에 대한 책임론은 잘 안 보인다. 그런데 러시아와 우크라이나의 현재 분쟁에 미국이 일조한 면이 아주 크다. 오바마 정권 때부터 미국의 국익보다는 민주당 자신들의 이익을 챙기기에 바빴던 오바마와 현 바이든 정부의 러시아에 대한 대처가 허술했던 게 사실이다. 이에 반해 트럼프 정권은 미국의 국익을 챙기는데 아주 단호했고 매우 성공적인 결과를 냈다. 그중 하나가 이 나토와의 협상였다. 아래는 트럼프가 나토 의장에게 전한 미국측 입장이다. It's very sad when Germany makes a massive oil and gas deal with Russia where you're supposed to be guarding against Russia and Germany goes out and pays billions and billions of dollars a year to Russia.
독일이 러시아와 거대한 기름과 오일 계약을 하다니 참 안타깝다. 러시아에 대해 경계해야 하는데 독일은 매년 수조 달러를 러시아에 내고 있다.
So we're protecting Germany, we're protecting France, we're protecting all of these countries, and numerous of the countries go out and make a pipeline deal with Russia, where they're paying billions of dollars into the coffers of Russia.
미국은 독일, 프랑스, 그리고 다른 모든 나라를 보호해주고 있는데, 이들 중 많은 나라들이 러시아와 송유관 계약을 맺는다. 그래서 러시아의 재원에 수조 달러를 내고 있다.
So we're supposed to protect you against Russia, but they're paying billions of dollars to Russia and I think that's very inappropriate, and the former chancellor of Germany is the head of the pipeline company that's supplying the gas. Ultimately, Germany will have almost 70% of their country controlled by Russia with natural gas. So you tell me. Is that appropriate?
그러니까 미국은 당신들 나토국들을 보호해줘야 하는데, 많은 나라들이 러시아에 수조 달러를 지급하고 있다. 난 이게 아주 부적절하다고 생각한다. 게다가, 독일의 전 총리는 가스를 공급하는 송유관 회사의 사장이다. 나중에 독일은 러시아의 천연가스로 인해 나라의 70%정도가 러시아의 통제에 놓일 거다. 이게 적절하다고 생각하나?
I mean, we might be complaining about this from the time I got in. It should have never been allowed to have happened. But Germany is totally controlled by Russia. Because they were getting from 60 to 70% of their energy from Russia and a new pipeline. And you tell me if that's appropriate because I think it's not, and I think it's a very bad thing for NATO, and I don't think it should've happened, and I think we have to talk to Germany about it.
내가 대통령이 되면서부터 불만을 표시하고 있지만, 이건 처음부터 이렇게 되면 안 되는 거였다. 그런데 독일은 지금 철저히 러시아의 통제하에 있다. 왜냐하면, 거기는 러시아와 새 송유관으로부터 그 나라 에너지의 60에서 70%를 공급받고 있기 때문이다. 난 이게 적절하지 않다고 생각하는데 당신은 이게 말이 된다고 생각하는 건가. 난 이 상황이 나토에 아주 안좋다고 본다. 이런 일이 일어나서는 안 되는 거였다. 이건 독일에 얘기를 해야 한다.
On top of that, Germany is paying a little bit over 1%, whereas the United States in actual numbers is paying 4.2% of a much larger GDP. So I think that's inappropriate also. You know, we're protecting Germany, we're protecting France, we're protecting everybody. And yet we're paying a lot of money to protect.
게다가, 독일은 현재 분담금을 1% 조금 넘게 낸다. 우리 미국이 훨씬 큰 GDP의 4.2%를 내고 있는 상황인데 말이다. 이것도 부적절하다고 생각한다. 우리는 독일을 방어하고 있고, 프랑스도 방어해주고 있고, 모든 나라를 방어해주고 있다. 그런데도 우리는 여기에 돈을 엄청 쏟아붓고 있다.
Now this has been going on for decades. This has been brought up by other presidents, but other presidents never did anything about it. Because I don't think they understood it or they just didn't want to get involved. But I have to bring it up because I think it's very unfair to our country, it's very unfair to our taxpayers.
이게 수십년간 이렇게 되어오고 있었다. 전임자들이 다 꺼낸 이슈지만 그들은 아무것도 실행하지 않았다. 내 생각에 그들이 상황파악을 잘 못했던 거 같다. 아니면, 이런 일에 관여하고 싶지 않았다거나. 하지만, 난 이 얘기를 다시 꺼내야 했다. 왜냐하면 이건 우리 나라에 아주 불공평하고, 우리 미국 시민에 아주 불공평한 거다.
And I think these countries have to step it up, not over a ten-year period. They have to step it up immediately. Germany is a rich country. They talk about they could increase it a tiny bit by 2030. Well, they could increase it immediately tomorrow and have no problem.
난 다른 나라들이 다 분담금을 올려야 한다고 본다. 다음 10년 동안이 아니고 지금 당장 올려야 한다. 독일은 아주 부유한 나라다. 2030년까지 아주 조금 올린다고 하는데, 내일 당장 올려도 전혀 문제가 없는 나라다.
I don't think it's fair to the United States, so we're going to have to do something because we're not going to put up with it and we can't put up with it.
지금 상황은 미국에 공평하지가 않다. 그래서 뭔가 조치를 취해야 한다. 미국은 이제 더 이상 참지 않을 거다. 더 이상 참을 수도 없다.
